in accordance with dis excellency's instructions I havo
the honour to report as follows:-
1. There are three proposals relative to the woring of the
British and “hinese section of the "ailway now in course of
construction between Lowloon and Yanton.
2. The first of these has been embodied in the draft working
Agrecliant, a copy of which has been handed to kr. #ei Han.
Briefly it provides for the working of the two sections of the
Railway as one undertaking, under one management responsible
to a Board of Vontrol composed of members appointed by the two
Governments. working expenses to be divided in proportion of
the ton miles worked on either Section. ksoh Pection to be
allowed to keep any increase of rate above the normal or pre-
valent rate of the vhinese Pection, whenever it is possible
to impose it owing to there being no oaspetition; and after
apportioning to each “action its dues in respot of terminals
and other services, to divide the balance of gross receipta
in such a way as to insure the writish “aotion receiving a
compensation for the extra coat of Vonstruction, wnion the nature
of the country in its Pection is responsible for, and which
practically amounts to a division of two-fifths to the #ritish
and three-fifths to the Chinese.

The second proposal is to run the two Sections as separate
concerns
